“The Foundation’s aim is to preserve the real value of its investment portfolio. To maintain its tax-exempt status, it has a minimum spending requirement of 5% (in real terms) of average asset value.
三個目標(biāo)（要求）：
1. preserve the real value of its investment portfolio： 保持foundation的資產(chǎn)市場價值in real term。那就是不僅不能讓AUM減少，還得花完錢后 剩下的的AUM t1= AUM t0 *(1+通脹）
