7th：原版書原話是這樣的 means- based transfer payments vary inversely with the economy（負(fù)相關(guān)，經(jīng)濟(jì)不好的時(shí)候，增加transfer，產(chǎn)生好的影響，經(jīng)濟(jì)好的時(shí)候，transfer 就算不增加，對(duì)經(jīng)濟(jì)不會(huì)產(chǎn)生不好影響）, helping to mitigate fluctuations in disposable income for the most vulnerable households（負(fù)相關(guān)的條件下，主要是為了緩解可支配收入的波動(dòng)性，即對(duì)整體是好的影響）。
8th：可以這樣理解，經(jīng)濟(jì)周期過渡到緊縮階段（contractionary phase）是陡峭的（steepen），經(jīng)濟(jì)現(xiàn)象是 putting additional downward pressure on growth and inflation，即短期利率比較低。
