同學你好，以下是distinct business entity的定義：“unit, division, department, or office that is organizationally and functionally segregated from other units, divisions, departments, or offices and that retains discretion over the assets it manages and that should have autonomy over the investment decision-making process.”所以要單獨成為firm的話必須在組織上、功能上都要獨立，而且要能對資產進行掌控，能有自主的投資決策流程，本題中雖然europe division有著獨立的投資策略和管理團隊，但是功能上不獨立，資產上不獨立，而且對外宣稱是公司的一部分，那么就不能看做distinct business entity。

對外宣稱是公司的一部分這點題干中是有提到的，但是功能上不獨立，資產上不獨立是怎么判斷出來的呢？

同學你好，目前提到了獨立的投資策略和管理團隊，但是資產并沒有說獨立，就比如預算需要公司撥款這個就不算是資產獨立，此外題目中并未說這個division在功能上是不同于其他division。
