unemployed，失業(yè)的，既屬于labor force，也屬于unemployment（失業(yè)）。
discouraged workers （不僅僅存在于蕭條時(shí)期，其他時(shí)期也存在的）既不屬于labor force，也不屬于unemployment。
voluntarily unemployed ，既不屬于labor force，也不屬于unemployment。
也就是說(shuō)：discouraged workers 和 voluntarily unemployed ，二者的產(chǎn)生原因不一樣，但是是所歸屬的范圍是一樣的，都是僅僅屬于 working age population.
