public sector net cash requirement 公共部門借貸需求，或者說是公共部門凈現(xiàn)金需求，也就是當政府稅收不足支出的時候，政府就要去借錢，借錢多少就是public sector net cash requirement 也就是出現(xiàn)了赤字，那一般情況下這個數(shù)值是正數(shù)的數(shù)值，那政府收入大于支出的時候，也叫做預算盈余，這個時候政府不需要發(fā)行公債，因此PSNCR 是一個負數(shù)，也就是題目中說的negative public sector net cash requirement
