Newton institutes a new policy requiring the pro rata distribution of new security issues to all established discretionary accounts for which the new issues are appropriate. 題干中這句話是沒有問題的，也就是本身pro rata 的分配沒有違反。
違規(guī)的是后面的不給新賬戶分配（until they have reached their one-month anniversary date. 這句違反）
