專治政府的變化不如民主政府頻繁，的確是這樣，當政策可能出現(xiàn)極端的不連續(xù)性時，這里抓關(guān)鍵詞，說的是extreme discontinuities，已經(jīng)出現(xiàn)極端的不連續(xù)了，B說的是 they don’t change，他們還是不會改變，這一看就是錯的呀，太絕對了

外幣債務(wù)的評級高于本幣債務(wù)。外幣違約的風(fēng)險大于本幣違約，所以外幣債券的評級應(yīng)該是更低的
