失業(yè)率是一個(gè)滯后指標(biāo)。因此，通常只有在經(jīng)濟(jì)形勢確定好轉(zhuǎn)以后，失業(yè)率才會(huì)下降。而在經(jīng)濟(jì)向好發(fā)展的時(shí)候，為了企業(yè)提供更好的產(chǎn)量，廠商會(huì)大量雇傭工人，乃至高薪雇傭工人，故會(huì)導(dǎo)致勞動(dòng)者的工資會(huì)變得更高。
和第二句話的描述是差不多的含義。
