這道題目講element of an effective operational resilience framework，實際上根據(jù)文章中的說法，有四個因素。包括：
1）set up the basis of the plan by establishing roles and responsibilities and construct a model to demonstrate resilience；
2）make the board of directors clearly aware of the program；
3）zone in on a single key service initially to demonstrate how resilience can be improved;
4）grow the program by applying best practices and lessons in 3）to other key services provided by the organization.
你看，第2點當(dāng)然要求要持續(xù)向董事會進(jìn)行報告，以便讓他們清楚程序的情況。
而第3和4明確說明，一開始的時候（at the outset）只要挑一個關(guān)鍵業(yè)務(wù)來做好，然后再復(fù)制到其它業(yè)務(wù)上去，而不是一開始所有關(guān)鍵業(yè)務(wù)都要建立起彈性程序。
