差異點(diǎn)就是SRO歸屬于自律機(jī)構(gòu)，是private organization.
獨(dú)立監(jiān)管者屬于國家支持的獨(dú)立監(jiān)管機(jī)構(gòu)，是public背景。
“Government-backed regulatory bodies can be either governmental departments and agencies or independent regulators, which derive their power and authority from the state. 由政府支持的監(jiān)管機(jī)構(gòu)可以是政府部門和機(jī)構(gòu)，也可以是獨(dú)立的監(jiān)管機(jī)構(gòu)，它們可以從國家那里獲得權(quán)力和授權(quán)”
獨(dú)立監(jiān)管者有別于一般的政府部門，是為了減少政治因素的干擾，體現(xiàn)專業(yè)治理。（其實(shí)，當(dāng)年英國開始搞獨(dú)立監(jiān)管者還有一個(gè)原因是縮小公務(wù)員數(shù)量，因?yàn)閯潥w獨(dú)立監(jiān)管者，其員工就不再是公務(wù)員了）

（1）請問independent regulator具有“ enacts and enforces regulations across a broad range of businesses, including the steel industry.”的權(quán)力嗎？我記得它雖然隸屬政府部門，但既不通過政府集資，也不具有頒布法律法規(guī)的權(quán)力，僅具有執(zhí)法權(quán)。請老師進(jìn)一步梳理一下這一塊知識(shí)點(diǎn)。
（2）同理，SRO（獲政府授權(quán)）是否具有“enforce the regulation”的權(quán)力呢？我記得至少它絕不具有頒布法律法規(guī)的權(quán)力。 -

有的，既然政府給與了authority, 該regulator就有了對相關(guān)行業(yè)頒布行政法令的權(quán)力。
Although government departments and agencies make many regulations, independent regulators can also make regulations in accordance with their powers and objectives.
SRO也有，比如美國FINRA就是SRO
其網(wǎng)站顯示：

嗯嗯，即independent regulator和SRO的相同之處是，除了兩者都不依靠government funding 外，還都具有頒布和執(zhí)法的權(quán)力。是這樣理解嗎？
另外，官網(wǎng)這題（上面追問的截圖），TCB之所以是independent regulator而非SRO是因?yàn)椋海?）established 20 years ago by government statute；（2）across a broad range of businesses嗎？ -

第二點(diǎn)也對，就是你提到的第一個(gè)原因。SRO區(qū)別于獨(dú)立監(jiān)管者在于私立的背景，既然是有政府建立的，就是公立的背景，就是獨(dú)立監(jiān)管者。
