準確的表述是發(fā)展中國家的發(fā)行人質(zhì)量更集中在投資級中上水平，因為國家主權(quán)的評級限制了他們的信用質(zhì)量有較高的，而較低的又沒人買，信用質(zhì)量太差，流動性不足，所以會集中在中上部。
