這是一個很小的知識點，在原版書中出現(xiàn)了，不能說完全沒有考察概率。
原版書給的解釋是The Coase theorem states that if an externality can
be traded and there are no transaction costs, then the allocation of property rights
will be efficient and the resource allocation will not depend on the initial assignment
of property rights.
有一個經(jīng)典的例子，工廠排污會產(chǎn)生壞的外部性。在沒有談判費用的情況下，如果排污權(quán)歸周圍居民所有，那么居民就會對工廠收費才讓工廠排污。工廠成本上升就會減少排污。如果排污權(quán)歸工廠所有，那么居民會給工廠錢以求工廠減少排污。最終結(jié)果都是工廠減少了排污，與內(nèi)部是如何分配的沒有關(guān)系。
