書中沒有直接解釋資本外逃。但是在374頁有這道題的相關(guān)知識點
In times of macroeconomic crisis, capital mobility can result in capital flight out of the country, especially if most of the inflow reflects short-term portfolio flows into stocks, bonds, and other liquid assets rather than foreign direct investment (FDI) in productive assets.

根據(jù)上面這句話，如果不限制，買了債券，資本可以隨意流出，賣債券會使債券價格變低，利率升高。有了限制，只能買，就不會出現(xiàn)債券價格忽然暴跌的情況。
