A選項(xiàng)可以這樣理解。書上說Cooperation is the process by which countries work together toward some shared goal or purpose。合作是為了共同的目標(biāo)。但是A選項(xiàng)這種答案舉了個(gè)例子巴拿馬運(yùn)河，巴拿馬政府是依靠地理位置征收過路費(fèi)。換句話說不繳費(fèi)就不讓通過，是非合作的一種表現(xiàn)。而且巴拿馬政府的目的是收費(fèi)，其他國家從這里經(jīng)過貨運(yùn)的目的是方便貿(mào)易，很明顯沒有work together toward some shared goal or purpose
在365頁里有提到Political cooperation versus non-cooperation is only one lens through which geopolitical actors engage with the world。政治合作依舊是有關(guān)地緣政治的，只不過因?yàn)楹献髋c非合作是站在各國政府角度，所以直接用了政治合作與非合作這個(gè)詞。
