同學(xué)你好，比如高利貸，國家明確高利貸是違規(guī)的，這時很多借了高利貸的人會進(jìn)行訴訟，涉及到公訴人的成本上升，這個就是indirect cost。
國家有預(yù)計到公訴人成本上升，但是原本預(yù)計100個人有這個問題，但是實際情況發(fā)現(xiàn)有1000個人有這個問題，這個就是一個unintended consequence
而這個unintended consequence引起了unanticipated implementation cost
