同學，上午好。The plan is a $1 billion public pension fund that is required to provide detailed reports to the public and operates under specific government guidelines. 因為這段話描述的是這個pension，說明pension的管理很規(guī)范（而不是說另類是透明的）。但是現(xiàn)在投資另類，另類的透明度一般都不高?；蛘咭部梢赃@樣理解，pension是要 provide detailed reports，但是另類投資通常透明度都很低，這就產(chǎn)生了矛盾，所以要擔心transparency
