同學你好，這句是用來解釋第2條的，他說如果有一個監(jiān)管者，監(jiān)督很多人的情況下，不可能一直持續(xù)評估手下，因為人太多了，看不過來，再說上司自己也有事要做，這也符合常理，他可能把事情委派給下屬來做，但最終責任還是上司承擔，意思是如果下司干砸了，上司要背黑鍋。
