這道例題的選項(xiàng)A具體老師可以展開說說嗎，不是特別理解。
這道題C選項(xiàng)只是說private cost沒有反應(yīng)真實(shí)的cost，并不能說明externalities就是negative啊，也可能是positive啊。為什么就認(rèn)定是C呢？
