這個題目說的是must,協(xié)會也沒有規(guī)定必須吧？只是說最好要。按我自己的理解，must是必須要做的，我覺得提交請愿更改才應該是must吧，拒絕上任按課中所講的只能是should吧，我看您也回答前面人說不完整或者不規(guī)范，自己容易背鍋，但是協(xié)會沒有明令禁止呀。
